Mike Krack added that the team was working hard to build a car that could deliver on its performance potential from the first moment it hits the track.
"Making a strong start to the year, and then maintaining that momentum, is necessary if we are to make further advances towards the front of the grid", he said.
Fernando Alonso, who joins the team for the 2023 season, was also positive about the car, saying that it looked "incredibly neatly packaged and highly efficient".
He added that he was looking forward to working with his new teammate Lance Stroll. "I've always got along very well with him – and it will be fantastic to race alongside him", he said.
Lance Stroll, for his part, praised the "aggressive work around the packaging and aerodynamics" of the new car.
The team's technical director, Dan Fallows, explained that the design team had been determined to tackle the new regulations without compromise.
"AMR23 is a significant development of the car we refined in the latter half of 2022 – and we have improved it in every critical area", he said.
He added that the team was now focused on delivering an ambitious yet efficient programme of updates for the first race and across the remainder of the season.
